Francine M. White-Baker Chief Executive Officer

 

Francine M. White-Baker “Thunder Woman” is an enrolled member of the Three Affiliated Tribes, known for her dedication to enhancing the strength and governance of Tribal Nations. As an advocate and consultant, she passionately works towards community empowerment and wellness that is deeply rooted to create social and political change. 


Francine is the visionary behind Thunder Woman Consulting, LLC and the Chief Executive Officer of 7 Generations Indigenous Foundation. In these roles, she collaborates closely with tribal governments and grassroots organizations across the United States. Her expertise lies in tribal-state relations, event coordination, community health promotion, and motivational speaking, with a focus on health, mental health, and youth advocacy. 

Francine brings more than 18 years of professional experience in leadership, administration, and community development. She served 12 years as Executive Assistant to Councilwoman Victoria Brugh of the Three Affiliated Tribes (Mandan, Hidatsa, and Arikara Nation), where she played a key role in community planning and helped oversee multimillion-dollar development initiatives and projects. In addition, Francine served as Recording Secretary II for the Tribal Business Council, ensuring accurate documentation and coordination of high-level governmental proceedings. Her dedication to community service extends far beyond her professional roles. Francine has organized numerous cultural and community events, including anti-drug and anti-bullying campaigns, college fairs, youth banquets, galas, powwows, and conferences. Through her leadership and advocacy, she has collaborated with federal agencies such as the Environmental Protection Agency, the Army Corps of Engineers, and the Bureau of Indian Affairs and Education. In 2010, Francine along with her Council Representative attended the United Nations in Washington, DC and advocated for the North Dakota State Tax Agreement between the State of ND and MHA Nation under the Obama Administration, further demonstrating her commitment to advancing tribal sovereignty and policy development.


In her local community, Francine served as the elected Secretary/Treasurer of the Arizona Chandler Unified School District Indigenous Parent Committee from August 2023 to November of 2025. She supports Indigenous students and families through cultural education and community engagement. Francine notably advocated for the first Chandler School District Student Powwow, scheduled for April 2026.


Francine's educational journey is as impressive as her professional career: Master’s Degree in Tribal Administration and Governance from the University of Minnesota-Duluth Bachelor’s Degree in Sociology–Criminology from Fort Lewis College Associate of Arts Degree in Liberal Arts from Nueta Hidatsa Sahnish College. She is currently enhancing her expertise by pursuing advanced studies in Mental Health and Trauma-Informed Care at Grand Canyon University.


An alumna of the Advanced Native Political Leadership Organization, Francine is a fervent advocate for Indigenous sovereign rights. Her recent certification with the National Institute for Trial Advocacy, focusing on tribal courts, underscores her dedication to empowering Indigenous communities. Through her diverse roles, Francine continues to champion Indigenous leadership, cultural resilience, and mental health awareness, fostering collaboration and paving the way for healing and sustainable self-governance.

Brett Baker is a proud member of the Three Affiliated Tribes. He is a Low Cap Clan member, and a child of a Water buster. He is a dedicated professional whose academic achievements lay a strong foundation for his career in human resources, legal studies, management, and Peer Support coach. In May 2022, Brett completed a Master of Legal Studies from Arizona State University focusing on Tribal and Criminal Law, where he engaged in advanced studies on employment law, tribal governance, and criminal procedures. This education provided him with a deep understanding of legal frameworks impacting Indigenous nations, honing his research, writing, and analytical skills pertinent to human resources compliance and legal interpretation. Brett also completed his Master of Human Resources and Employment Law (MHREL) in May 2025.

Brett previously served as a Point of Contact and Case Manager at Good Road Recovery under the Three Affiliated Tribes in Bismarck, ND, and Scottsdale, AZ. From May 2023 to December of 2025, he provided mentorship and case management support for individuals in recovery, assisting clients in developing personalized plans for sobriety and sustainable wellness. His work involved conducting one-on-one and group sessions using culturally informed and evidence-based approaches. Additionally, Brett is a certified peer support advocate as he emphasizes culturally grounded wellness and rehabilitation for Native community members. Brett is also a Tribal Court Advocate for the MHA Nation, continuing to advocate for those who need assistance navigating the legal system.

Brett plays a pivotal role as a Facilitator for the "Fatherhood and Motherhood is Sacred" curriculum. His work focuses on supporting individuals as they navigate the challenges of recovery and family reunification. The curriculum is dedicated to strengthening family bonds and promoting the values of parenthood. The program provides resources and support to help parents overcome personal challenges and fulfill their roles effectively within their families. As a peer recovery specialist, Brett brings both professional expertise and personal experience to his role. His unique perspective allows him to connect with and support individuals who are in recovery. He understands the complexities involved in overcoming addiction and the importance of having a supportive network during this journey. Brett runs specialized group sessions designed to help individuals in recovery. These groups serve as a safe space for participants to share their experiences, challenges, and successes. By fostering an environment of mutual support, Brett helps individuals build confidence and resilience as they work toward reuniting with their families. One of the primary goals of Brett’s work is to assist individuals in re-establishing and strengthening their family connections. He provides guidance and support to help them navigate the sometimes-difficult process of reconnecting with loved ones. His work is crucial in ensuring that families can heal and grow together, fostering a healthier and more supportive environment for everyone involved. Brett's dedication positively impacts those he helps, building stronger, more resilient families.


Certifications and Skills: Brett holds several certifications relevant to his field, including Certified Peer Support Specialist, Certified Care Coordinator, and 1915(i) Medicaid Billing Certification. He is also CPR and First Aid certified.

Crystal Williams is a dedicated Tribal leader with extensive experience serving Tribal communities at local, regional, and national levels. She is currently in her third term on the Coushatta Tribal Council and serves as the Vice Chair. In addition to serving her local Tribal community, she is the Treasurer for the United South and Eastern Tribes (USET)/USET Sovereignty Protection Fund Executive Officers Committee, a National At-Large Primary Delegate for the U.S. Department of

Health and Human Services’ Tribal Advisory Committee, Secretary for the Intertribal Council of Louisiana (ITC) and is active in the Tribal Economic Tax Reform Advocacy Alliance (TETRAA). Most recently, she was appointed to the Indigenous Fashion Collective (IFC) as a board member. She has long advocated for tribal youth, elders, community, and culture. Her commitment to Koasati culture has facilitated historic documentation of language and arts with William & Mary College’s Department of Linguistics. She enjoys volunteering in her community by serving on the Coushatta Powwow and Princess Committees. Crystal received her Bachelor of Arts degree in political science from McNeese State University and has two daughters, Ty’Leah and Shai Greymountain, both currently in college.

William D. Lowe is a Marine Corps veteran, seasoned executive, and nationally respected tribal leader with more than two decades of experience in governance, nonprofit and public-sector leadership, economic development, and strategic management. His career reflects a deep commitment to service, sovereignty, and community advancement at 

  

William D. Lowe is a Marine Corps veteran, seasoned executive, and nationally respected tribal leader with more than two decades of experience in governance, nonprofit and public-sector leadership, economic development, and strategic management. His career reflects a deep commitment to service, sovereignty, and community advancement at the local, tribal, and national levels.

Mr. Lowe served honorably in the United States Marine Corps from 1993 to 2002, during which he developed the leadership, discipline, and mission-driven mindset that continues to guide his professional work. Following his military service, he dedicated his career to strengthening tribal governance and organizational effectiveness through executive leadership and board service.

He is a former Speaker and current Member of the Muscogee (Creek) Nation National Council, where he has played a key role in legislative leadership, policy development, and citizen advocacy. His governance experience is complemented by executive roles, including serving as Chief Executive Officer of Community Programs for United American Indian Involvement, Inc. (UAII) in Los Angeles, California, and as Executive Director of the Muskogee Tourism Authority, where he led strategic planning, operational oversight, and community-focused economic initiatives.

In addition to his executive leadership, Mr. Lowe brings extensive board-level experience. He currently serves on the board of the National Center for American Indian Enterprise Development, holds the role of Sergeant at Arms, and serves as Co-Chair of the Veterans Committee for the National Congress of American Indians. He also serves on the 2026 State Board of the American Indian Chamber of Commerce of Oklahoma, contributing to statewide and national business development efforts.

Mr. Lowe is the owner of WilLowe Consulting, LLC, where he provides advisory services in leadership development, organizational strategy, and community-based economic initiatives. His work reflects a strong understanding of tribal sovereignty, government-to-government relationships, and cross-sector collaboration.

He holds an Associate and Bachelor’s degree in Business Administration from Bacone College and a Master of Business Administration from Grand Canyon University. His professional credentials include Certified Fundraising Manager (CFRM), Certified Travel Industry Specialist, Certified Personal Trainer, and Certified Life Coach.

Mr. Lowe brings to the board service a balanced perspective grounded in military service, tribal governance, executive leadership, and national advocacy. He is recognized for his strategic insight, collaborative leadership style, and unwavering commitment to strengthening Native communities and institutions.

In this executive capacity, she drives enterprise-level growth strategy, cultivates high-value corporate and institutional partnerships, and advances capital alignment initiatives that strengthen Native-owned businesses and Tribal economies nationally and internationally.

A citizen of the Coushatta Tribe of Louisiana, Nokko Clan, Byrd brings both operational and strategic leadership experience shaped by her tenure at Coushatta Casino Resort, where she held leadership roles across marketing, strategic relations, and revenue-focused initiatives. Her work contributed to revenue growth, data-informed decision-making, and enterprise-wide strategic alignment, informing her disciplined approach to governance, risk oversight, and performance accountability.

At NCAIED , she operates at the intersection of economic sovereignty and private-sector investment, collaborating with Fortune 500 companies, federal agencies, and Tribal leadership to design scalable, impact-driven initiatives. Her leadership reflects a strong command of fiduciary responsibility, stakeholder stewardship, capital strategy, risk awareness, and institutional growth.

She holds a Master’s degree in Advertising from SCAD Atlanta and a Bachelor’s degree in Digital Media from Louisiana State University. She also completed the Harvard Executive Leadership Program and is a frequent national and international speaker on economic strategy, cross-sector collaboration, and Indigenous leadership.

She currently serves as Tribal Engagement Specialist for the Northwest Native Chamber, previously supporting Native entrepreneurs statewide as an Oregon 


MyKel Johnson is an enrolled member of the Nez Perce Tribe with Yakama and Umatilla descendancy and a dedicated advocate for tribal sovereignty, economic justice, and self-determination. She currently serves as Tribal Engagement Specialist for the Northwest Native Chamber, previously supporting Native entrepreneurs statewide as an Oregon Business Advisor. Devon Headdress is a public health professional, content creator, and endurance athlete dedicated to advancing Indigenous health, sovereignty, and community wellness.
 

He is the founder of BrightHawkFitness, where he blends evidence-based fitness coaching, ultramarathon training, and culturally grounded education to help Native communitie

Devon’s work spans social media education, workshop facilitation, and keynote presentations on Indigenous health, policy, and the Indian Child Welfare Act, reaching audiences across the country.
 

Currently completing his graduate studies in public health, Devon brings experience in health policy, community-based programming, and digital storytelling to the board, with a focus on data-informed strategies and community-driven solutions.
 

He has partnered with organizations on Indigenous health education, youth mentorship, and chronic disease prevention, and is actively involved in long-distance running and coaching as tools for healing and resilience.
 

Devon is an enrolled Indigenous community member and is committed to using his voice, platform, and lived experience to support the organization’s mission and the next generation of Native leaders.
